HUN-REN Welcomes the Adoption of the Law on the Hungarian Research Network

The leadership of HUN-REN, the Hungarian Research Network, considers the adoption of the T/10010 Bill by Hungarian Parliament a historic step in the financing and operation of the organization. Preparation for the bill and legislative process began earlier this year with extensive evaluations and analyses, followed by several months of intensive consultations starting in the autumn.

The majority decision of Hungarian MPs is considered a milestone for the future of Hungarian scientific environment and research.

The renewal process itself began in early 2024 with a detailed review of major scientific fields conducted by highly renowned international experts and preceded by a self-assessment from the network's institutions. Parallel to these reviews, internal strategic explorations and proposal-making began, along with a review of best practices from research institutions’ top networks worldwide.

The negotiations, which began in October 2024, were a collaborative effort between the government and delegates representing HUN-REN leaders to create a legal framework aimed at significantly enhancing the operational efficiency and effectiveness of the whole organization.

In developing the bill, great emphasis was placed on regular consultations with the network's directors-general, the directors of its independent institutes, and, through them, a wider circle of staff. Almost all modifications and comments suggested by the directors-general were incorporated into the final version of the law, which ensures the Hungarian Research Network’s autonomy, sustainable operation, and future development, based on the unique characteristics of HUN-REN.

Under the newly adopted law, HUN-REN will gain a special legal status, while current research centers and independent research institutes will continue their activities as organizational units with derived legal personality. The law provides a necessary framework for HUN-REN to become a more responsive, collaborative, performance-oriented and efficient network, ensuring the freedom of scientific research, the continuation of discovery research, while offering multidisciplinary solutions to complex social and economic issues. The legislation supports the development of predictable career paths for researchers and research-supporting employees, improves conditions for researcher recruitment, and strengthens international connections by attracting foreign researchers, following global trends, and focusing on common goals and collaboration.

HUN-REN expresses its gratitude to MPs of the Hungarian Parliament who, through their support, made the adoption of the bill possible. The leadership of HUN-REN is convinced that this law also demonstrates that advancing scientific research and innovation is a primary national priority for both the government and decision-makers.

The Hungarian Research Network is committed to implementing a paradigm shift in Hungary's scientific environment and research infrastructure based on the new law, contributing to the country's economic and social development.
